The problem of using a mobile phone, when you are on the move and driving a vehicle!

There has been a hectic debate on this topic: how to prevent the people  from using mobile phones, while driving their vehicles.

When the mobile phone companies proliferated,people from all walks of life began to use mobile phones and their usage of mobile phones also increased by leaps and bounds. Thanks to the concessions in tariff and the ultra-modern facilities like camera, music, FM radio and the services like internet etc, offered by the mobile phone companies vying with each other.

The mobile phones being handy and easy to carry with, besides enabling you to communicate effectively with other people wherever you go, people have begun to use them increasingly.

In fact the increasing use of mobile phones by the people, even forced them to surrender their land line connections. In a recent survey undertaken by the BSNL in India, more than 20 % land line connections have been surrendered by the existing customers,who preferred to use their mobile phones.

The increasing use of mobile phones by the people has also created some problems from some unexpected quarters.

In their zeal to use the mobile phones, people have begun to use them even when they are on the move, while driving a two wheeler or a car or a van.

People used to, especially the youngsters, listen to the music by wearing a headphone of their mobile phone when they are on the move; Some people used to have a conversation through their mobile phone either by wearing a head phone or just by having their mobile phone on their ear. In the course of their conversation, they used to drive their vehicle one handed even in the midst of a heavy traffic exposing them to a great risk of an accident that may endanger their lives as well as the hapless people who are going nearby either by walk or in their own vehicle. In fact, these mobile phone users do not realize that a momentary lapse on their part is sufficient to cause a fatal accident endangering their lives as well as the other innocent people,besides causing a heavy damage to their vehicle.

Despite given repeated advice and issued warnings by the traffic police, either in person or through paper advertisements, the mobile phone users care a fig for them and continue to use them. Since the use of mobile phone by the people who are on the drive has become rampant, the Government has been in a dilemma for quite some time, how to stop them.

The traffic police people, unofficially used to confiscate the mobile phones of these mischief mongers or trouble makers and subsequently let them off by issuing a stern warning not to repeat such silly but grave mistakes in future.

However, in the absence of any effective law to prevent such mischief mongers, people on their drive continued to use it sporadically.

But realizing that it is their duty to provide a trouble free traffic besides ensuring the safety of the people who travel on the road, the Government of India has finally come forward with a proposal to amend the Motor Vehicles Act,1988.

According to the proposed amendments to be carried out in the Motor Vehicles act,1988,whose main purpose is to prevent the use of mobile phone by the people who are on their drive:-

1)Mobile phones should not be used by the people who are on the drive and it is a punishable offence;

2)Any one violating the provisions of this act, if found guilty, will be awarded with a punishment of six months imprisonment or will be imposed with a fine of Rs 2,000/- or both will be slapped on the offenders.

3)It is also proposed to cancel the driving license of the offenders.

The proposed amendments  to be introduced in the Motor Vehicles Act, 1988,is a welcome step in the right direction and the Government has at last come forward with a concrete solution to a burning problem.

But the success of the proposed amendments to be introduced in the Motor Vehicles Act, 1988, depends upon its effective implementation.
